Overview
Where a tender is evaluated on quality as well as price, the technical proposal is worth real money — and most are written as though nobody will read them. Generic methodology, a personnel schedule that does not match the CVs attached, an equipment list nobody has cross-checked against the requirement. Evaluators notice all of it.
We write the technical submission against the published evaluation criteria, section by section, so that a scorer can find the answer to each criterion without hunting. The methodology describes how this project will actually be built, on this site, with these constraints — because a generic method statement scores generically.
