Our Story
In 2014 four civil engineers who had spent a decade between them on sites across Bagmati and Gandaki kept running into the same frustration. The contractors they worked for were technically capable, their crews were good, their work stood up. And they kept losing tenders.
Not on price. On paperwork. A registration certificate that had expired eleven days earlier. A rate analysis nobody could defend when the evaluation committee asked how the figure was reached. A joint venture agreement missing a power of attorney. Small, entirely fixable failures that ended a submission before the price envelope was ever opened.
The same pattern appeared after award. Measurement books written up from memory weeks after the pour. Bills that took three months to certify because the abstract never tied to the record. Legitimate escalation entitlements that were never claimed because nobody was tracking the index. Extension of time claims that failed because the notice period had quietly expired while everyone was busy building.
None of this was a shortage of engineering ability. It was a shortage of capacity for the work that happens away from the site — and nobody was offering that as a service. So we built the firm to do it.
Twelve years later, Parengyali runs as a shared engineering back office for contractors, design consultants and public agencies across all seven provinces. We have compiled more than six hundred tenders, documented over two hundred projects, and supported contracts worth more than forty-six billion rupees. Our name appears on almost none of them, and that has always been the arrangement.

What Drives Us
Every firm publishes values. Ours are written as rules because that is how we apply them — including when applying them costs us work.
To give every builder in Nepal — not only the largest firms — access to documentation, quantification and contract administration of a standard that wins tenders and gets bills certified. The technical capability to do this well has always existed in the country. What has been missing is a way to buy it without building an entire department.
A Nepali construction sector where contracts are won on merit and settled on evidence rather than on argument — where the contractor who built the work correctly and recorded it properly is also the one who gets paid on time. Every measurement book we maintain and every rate we can defend moves the industry fractionally in that direction.
If a deadline forces a choice between fast and correct, we tell the client before we start rather than deliver something that fails later.
Every figure carries a build-up, every claim carries a record. We do not submit positions we cannot demonstrate.
We decline any assignment that places us on two sides of the same package, and we have turned down work to hold that line.
If we find a problem in your position, you hear it the same day. Discovering it late is always more expensive than hearing it early.
Our Journey
Every milestone below was earned on a real contract, for a real client, against a real deadline.
2014
Four civil engineers register Parengyali in Kathmandu with a single mandate: take the documentation burden off contractors who were losing work they were technically capable of winning.
2016
The tender desk crosses one hundred compiled submissions and formalises the two-stage compliance check that has since become our signature control — no bid leaves the office reviewed by only one engineer.
2018
Client demand shifts from winning work to getting paid for it. We build a dedicated measurement, billing and claims team covering measurement books, running bills, escalation and extension of time.
2020
During nationwide restrictions we move every workflow onto a secure cloud platform. Not a single client deadline is missed — and the model becomes permanent, letting us serve districts far outside the valley.
2022
We formalise a screened panel of engineers, sub-engineers and surveyors available for deployment, backed remotely by the Kathmandu technical desk. Seventy-two professionals are on the panel today.
2024
Cumulative contract value quantified, billed or supported by our teams passes forty billion rupees, spanning federal, provincial and municipal works in all seven provinces.
2026
We roll out a client portal giving contractors live visibility of measurement status, bill position, claim registers and document compliance across every active contract we support.

We schedule backwards from your submission date and build in a buffer for the portal, the printer and the unexpected clarification. In twelve years we have missed a client deadline twice, and we told them both times before it happened.

Every rate we produce comes with its build-up attached — output, wastage, lead, plant, overhead. When an evaluator or auditor asks how you arrived at a figure, the answer is already in the file.

Signed NDAs, individual staff undertakings, segregated project workspaces, and an absolute rule against working on competing bids for the same package. Your rate library is yours alone.

Written scope, written fee, written delivery dates — agreed before any work begins. No hourly meter, no revised invoice at the end of the month, no charge for a call to ask a question.

Every person handling your documents holds an engineering qualification and has worked on site. They recognise when a drawing quantity cannot be right, because they have built the detail themselves.
